This usually happens when wrong gdiplus.dll is on the path.
This may leads to design mode hanging in the ASP.NET web application.
We can solve this issue by
copying gdiplus.dll from "Framework\v2.0.xxx"
to "Program Files\Visual Studio 8\Common7\Packages."
